Martin Scherpenisse holds an MSc in Finance and Control from the Netherlands Business Academy. A lifelong resident of Middelburg—the seat of his employer, the Province of Zeeland—Martin has built a career rooted in public service. For the first 14 years of his career, he held various roles in concern control. Recognising the growing need for professionalised procurement, he established the Province’s first procurement unit, which has since grown under his leadership to a team of 13 professionals. In 2013, Martin started the development of sustainable procurement within the Province, beginning with a focus on the biobased economy. Today, he is recognised as a European leader in sustainable public procurement. His work earned international acclaim in 2021 when the Province of Zeeland received the EU Procura+ Award for procurement initiative of the year. On 8 and 9 October 2025, the Province of Zeeland will host the annual Procura+ Seminar for 100 international public buyers.
