European Circular Bioeconomy Fund

The ECBF addresses the critical growth capital gap for visionary founders in the bioeconomy, providing flexible financing tools ranging from equity to mezzanine capital for investments typically €2–20 million per company.
The European Circular Bioeconomy Fund (ECBF) is the first private venture capital fund exclusively dedicated to investing in growth-stage companies within the European bioeconomy. Launched in 2020, the ECBF manages a fund volume of €300 million. Supported by the European Union and the European Investment Bank (EIB), alongside numerous private international investors, the ECBF aims to accelerate the transition from a fossil-based to a bio-based, circular economy by backing innovative and sustainable businesses across the EU-27 and Horizon 2020 associated countries.
The ECBF addresses the critical growth capital gap for visionary founders in the bioeconomy, providing flexible financing tools ranging from equity to mezzanine capital for investments typically between €2–20 million per company. The fund focuses on later-stage companies (TRL 6–7) with high potential for innovation, favourable returns, and measurable, sustainable impact. By syndicating with both private and public investors and leveraging its pan-European network, the ECBF catalyses the commercialisation and scaling of breakthrough technologies and business models in forestry, agriculture, blue economy, materials, packaging, nutrition, and personal care. A direct example of ECBF supporting forest-based innovation is its investment in OroraTech, a company using satellite data and AI to detect and manage wildfires.
All investments are subject to rigorous Environmental, Social, and Governance (ESG) criteria, including external verification of greenhouse gas emissions along the value chain.
Insights and lessons learned on fostering forest-based innovations in Europe:
- Bridging the growth capital gap: Many forest-based innovations struggle to scale due to insufficient access to growth-stage financing. Dedicated funds like the ECBF are pivotal in bridging this gap.
- Collaboration and ecosystem building: Successful scaling often requires collaboration between public and private stakeholders, including city authorities, industry partners, and research organisations. The ECBF’s network-driven approach fosters these connections, facilitating knowledge transfer and market access.
- Sustainability integration: Embedding robust ESG criteria and external impact verification from the outset ensures that scaling innovations deliver ecological and economic values, aligning with EU Green Deal objectives and investor expectations.
- Pan-European perspective: A cross-border investment strategy is essential to leverage Europe’s diverse expertise and market opportunities in the bioeconomy, particularly in forestry, where value chains are often fragmented across regions.
The ECBF has already mobilised significant private capital – achieving a leverage ratio of 12.3x relative to the EIB’s anchor investment – and holds an estimated 15% market share in the European bioeconomy VC landscape. Its experience underscores the importance of specialised, impact-driven capital and ecosystem partnerships in accelerating the scale-up of forest-based innovations across Europe.
