Czech Republic forest restoration: financing the post-bark beetle restoration

The bark beetle infestation manifested more extensively in the Czech Republic in 2017 and peaked in 2020. The outbreak impacted the sales of wood and the afforestation of clearings after logging. The main barrier and challenge to forest owners in the Czech Republic was ensuring the afforestation of extensive clearings quickly after the bark beetle.

The financial contribution to mitigating the effects of bark beetle calamities in forests was provided under the Framework Program for Solving Risks and Crises in Agriculture from the state budget. The size of the contribution was determined by the product of the volume of softwood from calamitic logging and the rate, which represents the difference between the average market price of softwood from calamitic logging in a period and the price that was needed at the same time to obtain funds to finance forest restoration, subsequent forest care and professional forestry. The previously established Framework Program for Solving Risks and Crises in Agriculture, which has a budget of two billion euros, has successfully solved the bark beetle attacks.
