Feedback from Bioregions Facility on upcoming EU Bioeconomy Strategy

In March 2025, the Bioregions Facility announced that the European Commission had launched a public consultation on the upcoming EU Bioeconomy Strategy. We are now pleased to share that we have submitted our feedback on this important initiative.

Key recommendations

The Bioregions Facility welcomes the positive developments outlined in the upcoming EU Bioeconomy Strategy, including a stronger focus on circularity, industrialisation, policy coherence, and innovation. It also recommends greater attention to the following actions:

  1. Strengthen Regional Involvement & Place-Based Development: Enhance multi-level governance for bioeconomy development and empower regions in the bioeconomy policy sphere.
  2. Drive Sectoral Transformation & Demand for Bio-Based Solutions: Develop sectoral roadmaps to guide the bioeconomy transition and boost demand for bio-based products.
  3. Ensure Inclusive Value Chains Supporting Rural Development: Encourage landscape-level planning, position bioeconomy as a tool for rural revitalisation, and integrate primary producers into the value chains.

Some of these key recommendations align with the Declaration of EU regions in relation to the update of the EU Bioeconomy Strategy presented during the Bioeconomy Regions Summit 2024 in Brussels. The Declaration highlights the role of European regions in driving forward the bioeconomy, with initiatives like the Bioregions Facility at the forefront of efforts to develop a sustainable forest-based bioeconomy across Europe.

Regions and the EU Bioeconomy Strategy

European regions can play a key part in promoting the bioeconomy. They are essential to the green transition of local economic sectors, as they preserve and enhance natural capital and cultural heritage. EU regions are well-positioned to foster public-private partnerships and develop place-based bioeconomy solutions that tap into regional opportunities and address EU and global challenges.
